STORYLINE:
President Hu Jintao promised to clean up China's polluted environment, pursue balanced trade and create global Chinese companies but announced no new reform initiatives on Monday as he outlined the Communist Party's economic goals.
"I don't see any democratisation of China in coming five years. Of course, because it's not in the agenda of the Communist Party. The Communist Party wants to keep its leading role, the so-called four leading principles, and it doesn't want to share power with other political forces," said Professor Jean-Pierre Cabestan, Head of Government and International Studies at the Hong Kong Baptist University on Monday.
The president, who is the party's general secretary, affirmed its main economic themes, promising to spread prosperity to the countryside, nurture high-tech industry and reduce reliance on exports by encouraging China's own consumers to spend more.
In the far-ranging speech that lasted more than two hours and 20 minutes, Hu also promised to continue a build-up of China's military, emphasised Beijing's preference for a peaceful settlement with rival Taiwan, and pledged to use the country's economic and diplomatic clout as a force for peace internationally.
Hu promised more reforms of China's controversial currency controls and to narrow its swollen trade surplus but gave no details and mentioned no new market-opening or other initiatives.
Though the speech contained few new initiatives, it marks one of Hu's most important public addresses since becoming party leader in 2002.
