At SCNC 2025, The third theme discussed the need to introduce DBT in education in order to make school financing more efficient. The third panel was moderated by Dr Amit Chandra with speakers Ms Sujatha Muthayya, Dr Rahul Sharma, and Dr Kulbhushan Sharma.

The panel explored whether DBT can strengthen school choice and accountability. Evidence from Manipur showed parents quickly shift to better-quality government schools. Dr. Kulbhushan Sharma argued DBT empowers parents, citing Haryana’s CHIRAG scheme, while Dr. Rahul Sharma warned of information gaps, misuse risks, and partial cost coverage.

The moderator emphasized that outcomes vary by state and depend on strong implementation. Overall: parental empowerment matters, but DBT needs clear communication, robust systems, and political will.
