Joining Time and Joining Time Pay – As Per Latest DoPT Rules
🔍 What is Joining Time (JT)?
Joining Time is the period granted to a Central Government employee when transferred in public interest from one station to another, involving a change of residence, to enable them to assume duties at the new post.
📘 Legal Basis
The rules are governed by:
• CCS (Joining Time) Rules, 1979
• DoPT’s consolidated guidelines updated on 12.09.2022
• Relevant Office Memoranda and Notifications
✅ When is Joining Time Admissible?
Joining Time is admissible only when all of the following conditions are met:
1. The transfer is in public interest (not on own request),
2. It involves a transfer to another station, and
3. The employee changes residence in consequence of the transfer.
📌 If there is no change of residence, only 1 day joining time is allowed (Rule 11).
📌 If the transfer is within the same station, only 1 day's joining time is allowed, irrespective of distance.
📌 Temporary transfers (not exceeding 180 days) do not qualify for joining time; only actual transit time is allowed.
🚍 Admissible Joining Time Based on Distance
As per Rule 12 of the CCS (JT) Rules:
Distance between old & new HQ (by direct route) JT Admissible
Upto 1,000 km 10 days
More than 1,000 km 12 days
More than 2,000 km (non-air travel) 15 days
More than 2,000 km (by air) 12 days (max)
✅ For transfers involving North Eastern Region, Sikkim, A&N Islands, Lakshadweep or Ladakh, 2 additional days of joining time are granted (Rule 13).
💰 Joining Time Pay (Rule 7)
During Joining Time, the government servant is treated as on duty and entitled to:
• Basic Pay last drawn
• Dearness Allowance (DA) as applicable
• House Rent Allowance (HRA) of old station
• City Compensatory Allowance (CCA) if applicable
❌ Transport Allowance and Conveyance Allowance are not admissible.
👉 Pay is drawn by the new administrative office.
🧾 Unutilized Joining Time
If the officer joins early, the unutilized joining time:
• Will be credited to the Earned Leave account, as per Rule 15.
• Can be combined with vacation or any regular leave (except casual leave).
✅ Conclusion
Joining Time is a structured benefit given to ensure fair relocation time during official transfers involving station change and residence shift. It's not automatic and must comply strictly with the CCS (Joining Time) Rules. Officers and administrative staff must clearly document mode of travel, change of residence, and public interest status of the transfer for proper entitlement.
