This video covers the fourth question in determining the institutional coverage and sectorization of the public sector: what does the unit do? In what kind of economic activity is the unit primarily involved? In macroeconomic statistics, economic activity can be a market activity by a market producer or a nonmarket activity by a nonmarket producer. These factors determine whether a public sector unit belongs in the general government (nonmarket producers) or public corporations sectors (market producers).
In principle, the distinction between market and nonmarket producers should be made on a case-by-case basis, keeping in mind that (1) the classification of a unit as a market or nonmarket producer should be considered over a range of years; and (2) once classified, we consider a reclassification only if a change in pricing holds for several years or is expected to hold for several years.
