Animal welfare lessons are regularly refreshed in schools across all levels to include animal abuse cases. Minister of State for Education Gan Siow Huang said safeguarding animal welfare is a shared responsibility between schools, parents and community partners. The Society for the Prevention of Cruelty to Animals said it has seen a disproportionately high number of cat abuse cases. So far, there have been 11 cases this year, compared to a total of 16 last year.
