It has undergone major renovations and expansions through the years.[9] It has passed through the control of various caliphs, sultans and kings, and is now under the control of the King of Saudi Arabia who is titled the Custodian of the Two Holy Mosques.

Any place that is protected and forbidden except for authorized people is called حرم Haram, and is defendable against intruders and aggressors. Entering the two holy mosques and the surrounding areas, is only permissible to Muslims, hence called Haram.
