With the flight recorder wiped clean, Makarov's unable to blame the destruction of Russian Flight 761 on the ULF. As Laswell show security footage of Makarov at the airport to TF-141, Price express his regret on not killing him when he had the chance.

Back at Verdansk in 2019, the SAS - Captain Price, Soap, and Burns - head towards the stadium under General Shepherd's command to find and capture Makarov. With the stadium in chaos and civilians panicking, the team drive inside the tunnel before they found the police. However, they started executing civilians before firing at the team, with the trio realizing that the police are Inner Circle. Once the enemies are dead, the three proceed to the first floor before engaging more Inner Circle posing as policemen while they avoid killing any civilians. The team pushes through the stadium towards the third floor and reach the VIP lounge, where they found five paramedics and two dead bodies. A paramedic asks Soap for assistance with one of the bodies. Whether Soap helps or not, the paramedics are revealed to be Inner Circle and the team neutralize them. Soap and Price then head down to the garage while Burns stays behind in the VIP lounge to secure the explosives.

Once they arrive by the elevator shaft, the two examine the garage before they spotted an ambulance driving slowly ahead of them. Price orders everyone inside to exit, but the ambulance started to accelerate - prompting him and Soap to shoot and kill the driver, causing the vehicle to flip and crash. They then open the backdoor of the ambulance and found Makarov dressed in a paramedic uniform. With Makarov secured, Soap escorts him as the two and Price head towards the tunnel's exit. After they're outside, a helicopter arrives with Shepherd and Ghost onboard. Soap, Price, and Ghost dispatch the remaining hostiles before escorting Makarov inside the chopper.

While they fly away, several explosions are seen at Verdansk International Airport as the team realize that was Makarov's real target. An enraged Soap prepares to kill him, but Price convinces the Sergeant to stand down - with Makarov promising he'll be seeing them again.
