A baby murdered by his parents just 39 days after being placed back into their care "should have been one of the most protected children in the local authority area", a review has said.
The report found "inadequate" safeguarding practices in the lead-up to Finley Boden's death and "significant shortcomings" in the assessment and planning of his return to the family home.
Stephen Boden and Shannon Marsden were jailed for murdering the 10-month-old who died on Christmas Day in 2020.
