To make the glitch you will need to have the bomb pack with at least 25% explosion radius and the black powder bombs.
To climb to the top, stand on the edge of the cliff and aim the black powder bomb just below the middle of the giant rock. Throw the bomb and jump by keeping the joystick L forward and then hold R1 and press several times square. When the explosion hits you, move the L joystick backwards and with the R joystick, move the camera backwards to get on the floating platform.
Sometimes it won't work if there are enemies very close to you.
