*Classic notation
Put Vice in the corner, b+AB (at point blank range), qcf qcf B, qcf qcf D (specific height / timing), hold d, qcf uf D ~ qcf D (shortcut to flash kick into DM).

*Numeric notation
Put Vice in the corner, 4AB (at point blank), 236236B, 236236D (specific height / timing), hold 2, 2369D~236D (shortcut to flash kick into DM).

*Detailed Explanation:
To make the combo possible, you must to make the LAST HIT MISS in the first 2 DMs. The last hit makes the screen 'freeze' for some brief moment, so if you don't get the 'screen freeze' effect, you doing the things right.

run until Vice is in the corner,
while still at point blank range,
b+AB (roll backwards),
qcf qcf B (do it immediately when the roll ends. If everything was done right, the last hit will miss and you can continue the combo),
delay, qcf qcf D (HARDEST PART. You must wait Vice fall a bit before doing the DM, see the height she is in the video when the DM flash freezes the screen. If the DM misses entirely while Vice still far from the ground, you did it tooooo early. If only the second flash kick misses Vice, you are still doing it early, delay a bit more.
