A panel of the U.S. Court of Appeals for the Ninth Circuit ruled on October 20, 2025, that President Donald Trump can deploy the Oregon National Guard to Portland.

That said, deployment is still blocked for now because a separate temporary restraining order remains in effect that prevents any state’s National Guard (not just Oregon’s) from being brought into Portland.


Before the appeals court ruling, a federal judge (Karin Immergut) had barred deployment of the Oregon Guard and then barred any Guard troops to Oregon altogether.

Meanwhile, the United States Department of Defense announced around October 5, 2025 that about 200 members of the California National Guard would be reassigned to Portland to provide support to federal agencies such as U.S. Immigration and Customs Enforcement ICE
