STORYLINE :

A suicide car bomb exploded on the outskirts of Indian-controlled Kashmir's main city on Wednesday, killing two policeman and three passers-by and wounding a dozen others, police and hospital officials said.

The blast occurred on the same day that the state's new chief minister was being sworn in, and was about 15 kilometers (nine miles) from the site of the ceremony in Srinagar.

Congress party leader Ghulam Nabi Azad was sworn in as Jammu and Kashmir's new Chief Minister under the power-sharing agreement with the People's Democratic Party (PDP).

Azad resigned as the Union Parliamentary Affairs minister before being sworn in as the Chief minister in a simple ceremony.

The outgoing chief minister, Mufti Mohammed Sayeed, was from the PDP.

Political leaders from across the political spectrum attended the ceremony.

Azad's swearing in marked the return of Congress to region power after 30 years.

Violence has declined in Kashmir during Mufti Mohammed Sayeed's tenure as chief minister in India-controlled Kashmir.

Sayeed's departure has created an atmosphere of uncertainty in the area, hit by a devastating earthquake this month and battered by a 15-year insurgency by Islamic guerrillas fighting for Indian-controlled Kashmir's independence or merger with mostly Muslim Pakistan.

Earlier on Wednesday, a car bomb exploded on the outskirts of Srinagar, killing six people, including two policemen who tried to flag down the car at a security checkpoint.

The car was stopped at a routine police roadblock in Nowgam, a suburb of Srinagar.

The driver did not stop and instead detonated the bomb.

The Jaish-e-Mohammad militant group claimed responsibility for the incident in a call to a local news agency.
