Outside the Committee meeting on December 1st, last year, Simon Foster said that he had only been aware of the ban of the Maccabi Tel Aviv fans on October 16th — the day that it was publicly announced.
Yet Birmingham City Council leader, John Cotton says that he himself was aware over a week before the announcement, and had even raised objections with the police:

The Home Office had also been briefed a week before the public announcement, although they seem to have done nothing to address the ban:

The Safety Advisory Group and West Midlands Police themselves would obviously have been aware, since they made the announcement.
So the only person who knew nothing about the ban, prior to the October 16th announcement, was the West Midlands Police and Crime Commissioner.
