Does India need a tougher anti-terror law?

Hundereds of families are still haunted by these senselense acts of terror that have taken away their loved ones, but the people behind these crimes continue to be out of the law's reach. Therefore, the question surfaces yet again -- does India need a tougher anti-terror law?
