The Prague Security Studies Institute (PSSI) hosted a Space Security Guest Lecture, entitled, “Europe as a Space Power”, with Hermann Ludwig Moeller, Director of the European Space Policy Institute.
PSSI’s Prague Space Security Guest Lecture, entitled “Europe A a Space Power”, was delivered by Mr. Hermann Ludwig Moeller, Director of the European Space Policy Institute (ESPI) in Vienna since 2022. ESPI promotes European space policy globally, providing independent analyses and recommendations to European decision-makers and institutions. Prior to joining ESPI, Mr. Moeller held leading positions at the European Space Agency (ESA), serving as Head of the Copernicus Space Segment Office and Head of the Telecommunications Strategy, Programme and Transformation Office. He was awarded the ESA Douglas Marsh Fellowship at NASA. Mr. Moeller holds a Master’s Degree in telecommunications from the Technical University of Darmstadt and the École Nationale Supérieure de Télécommunications (Télécom Paris).
Against the backdrop of the November 2025 ministerial meeting of the European Space Agency (ESA) – a high-level gathering of ESA member states’ ministers where they decide ESA’s budget, approve major space programs, and set strategic priorities for the coming years – and significant new national investments in space across Europe, issues related to Europe’s role and weight as a global space power have become increasingly prominent.
In his lecture, Mr. Moeller presented the outcome of the 2025 ESA ministerial council, examine how Member States are repositioning themselves through national space investments, and assess implications for Europe’s strategic autonomy, industrial competitiveness, and governance of critical space infrastructure. He likewise touched upon evolving public – private cooperation in the European space sector, and consider how Europe can act as a coherent, influential actor in an increasingly congested, contested, and competitive space environment.
