In 1948, President Harry Truman offered India a deal: $190 million in food grain in return for its abundant supplies of the raw earth monazite. Prime Minister Jawaharlal Nehru, however, turned down the deal, reluctant to help America produce more nuclear weapons. The US then mined its own, massive rare earth resources—only to move production to China, fearing environmental pollution at home.
