Both meetings concern the same 1.01-acre parcel at 1029 Florida Avenue and the same requested rezoning, C-2 General Commercial to RMU Redevelopment Mixed-Use, in successive applications (ZDA-25-01, decided March 2025; Zoning-26-0001, decided July 15, 2026).

March 4, 2025 (Planning Commission): "[conformed quote — 'approved on the condition of a site plan that says this is the max you can do... or... a blank check... And I'm not comfortable with that either']" (recording,[PC 27:09–27:37; PC 29:37–30:05.]).

July 15, 2026 (City Council, after the vote): "[conformed quote — 'We don't require a site plan with a rezoning. A rezoning is just a rezoning... there's no requirement for a site plan']" (recording, [50:00–50:42]).
