Описание: Brian Kagoro, Programs Director of the African Regional Office of the Open Society Foundations, reflects on the situation of youth employment in Eastern Africa. For Brian, the structure of the economy and the factors that are spurring economic growth in East Africa are unlikely to and do not have the potential of creating sufficient employment for the young people. He notes that where opportunities exist, structurally, we have locked out these young people for at least 15-20 years. For him, there seems to be a conspiracy by the economic policy against young people, conspiracy by the state elite who often times rhetorically commit to youth empowerment but in practice, everything they do—whether it is looting and corruption or simply policy making—is such that no young person is likely to benefit. He sees the answers to youth unemployment to lie in more sustainable forms of agriculture; addressing the policy question around financing of youth development initiatives, noting that the answer could lie in productive cooperatives; and addressing the policy and structural questions around managing the immense skills and talents that the youth of East Africa possess.
