STORYLINE:
The heads of Defence of the United States and China met on Tuesday in Beijing to discuss ties that US Defence Secretary Leon Panetta describes as the "most important" bilateral relations in the world.
Panetta also showed concern about the impact insider attacks are having on its forces in Afghanistan.
But he insisted General John Allen, the top US commander there, is taking necessary steps to protect the force while still ensuring the US will be able to hand over security to the Afghans and be able to withdraw by the end of 2014.
"I don't think that these attacks indicate that the Taliban are stronger," said the US Secretary of Defence.
"I think what it indicates is that they are resorting efforts to try to strike at our forces, to try to create chaos, but do not, in any way, resort in their regaining territory that has been lost, pursuing to what the ISAF and US forces have been able to accomplish in terms of the transition."
Panetta did not specifically address the dramatic action taken on Monday by Allen, as NATO decided to scale back its operations with Afghan security forces in order to lower the risk of them turning their guns on American and allied forces.
At a press briefing after bilateral talks, Panetta defended the US strategy of broadening its presence in the Asia Pacific region.
