Who Does India’s Police Serve?
India’s police system is often described as an institution meant to protect citizens. But why does the relationship between the police, the government and ordinary citizens sometimes look so different?
The roots of India’s modern policing system go back to the Police Act of 1861, introduced during British rule after the Revolt of 1857. More than a century later, questions about police accountability, custodial violence, political influence and police reform continue to remain relevant.
In this documentary, we look at how India’s policing system evolved, why the colonial structure still matters, and what happens when the people who are supposed to protect citizens become part of the system they are expected to challenge.
From custodial deaths and allegations of police brutality to landmark legal interventions such as D.K. Basu v. State of West Bengal, this video examines the larger question:
Is the Indian police primarily accountable to the citizens—or to the political and administrative system above it?
We also look at how other countries approach community policing, including Japan’s Koban system, and ask whether India can learn something from a model where police officers are deeply connected with the communities they serve.
This is not an attack on individual police officers. It is an examination of the system, its history, incentives and accountability mechanisms.
