Not everybody takes the 12th exam to study Bachelors. Many students who are already sure of what they want to do as their career, opt for a Diploma after their 10th grade and after 3 years of education, directly start the 2nd year of their Bachelors in India as Lateral entrants. A lot of students were skeptical, if it would be problematic to study Masters, if they have gone through this path other than the normal 12th and then Bachelors path.

Onkar clarified the whole issue and now, we know how diploma students with Bachelors can apply for Masters in Germany.

An important note:
Students who are looking for Bachelors in Germany after their Diploma in India would be disappointed to know that they cannot apply with their diplomas to a Bachelor program in Germany. They will still have to do a Studienkolleg or 1 year of Bachelors in a recognised Indian university. You can find more information here:
