Which of the following statements is/are correct?
1️⃣ A Bill pending in the Lok Sabha lapses on its prorogation.
2️⃣ A Bill pending in the Rajya Sabha, which has not been passed by the Lok Sabha, shall not lapse on dissolution of the Lok Sabha.
Correct Answer: 2 ONLY
Concept & Constitutional Explanation
🔹 Prorogation only ends a session of Parliament.
➡️ Bills DO NOT lapse on prorogation.
Therefore, Statement 1 is incorrect.
🔹 Dissolution of Lok Sabha leads to lapsing of:
✔ Bills pending in the Lok Sabha
✔ Bills passed by Lok Sabha but pending in Rajya Sabha
🔹 BUT
✔ A Bill pending only in the Rajya Sabha does NOT lapse on dissolution of Lok Sabha.
✔ Hence, Statement 2 is correct.
Constitutional Basis:
Article 107 – Procedure with respect to Bills
Article 85 – Prorogation & Dissolution of Parliament
🎯 Why UPSC Asked This Question?
✔ Tests conceptual clarity, not memory
✔ Common confusion between prorogation vs dissolution
✔ Repeated theme in UPSC Prelims Polity
👉 UPSC loves elimination-based Polity questions like this!
If you see “prorogation”, remember:
No bill lapses
If you see “dissolution”, check where the bill is pending
