Allen Hynek, the Air Force's scientific consultant, sat in the room as a non-voting observer and said nothing, a silence he spent the next twenty-five years trying to correct. Within eleven months of the panel's report, the Air Force issued Regulation 200-2 classifying all unsolved UFO cases, and the Joint Chiefs issued JANAP 146, which applied the Espionage Act to unauthorized disclosure of UFO sightings by military personnel and commercial airline pilots. Penalties included up to ten years in federal prison. JANAP 146 remained in effect until December 1969.






Ruppelt published his account of the investigation in 1956 and died of a heart attack four years later at the age of thirty-seven. A revised edition of his book appeared in 1960 with three added chapters reversing his earlier position. His widow attributed the reversal to pressure from his superiors.
