HON. HWENDE: My point of order is regarding the
announcement that you have just made. My understanding is that the
changes should occur as a result of a political party making a decision.
There was no such decision by any political party and we should desist
from this kind of behaviour. For the same reason, I understand that there
is a court challenge that is before the courts that forbids that person that
is making these changes from making such changes.
THE HON. DEPUTY SPEAKER: Order Hon. Hwende, you are
out of order.
HON. HWENDE: I am not out of order. I am not going to allow
this Parliament to violate a court order that is before the court.
Therefore, I am going to decline this nomination because I am not going
to be part of this chaos.
THE HON. DEPUTY SPEAKER: I am only making an
announcement on behalf of the Committee.
HON. HWENDE: You can take your chairmanship. I am not
taking a chairmanship that is unprocedural; I decline.
THE HON. DEPUTY SPEAKER: I am ruling you out of order.
HON. MOLOKELA-TSIYE: On a point of order Madam
Speaker.
THE HON. DEPUTY SPEAKER: What is your point of order?
If it is in regard to the announcement I have announced here, I am not
going to take any points of order because I am only announcing on
behalf of the Committee on Standing Rules and Orders.
HON. MOLOKELA-TSIYE: On a point of order Madam

THE HON. DEPUTY SPEAKER: May we have order in the
House! May we have order!
HON. MOLOKELA-TSIYE: You must not do this. There was
never a meeting of the SROC. On a point of order Madam Speaker.
THE HON. DEPUTY SPEAKER: Hon. Molokela, I am not
going to allow you to disrupt the smooth running of this House.
HON. MOLOKELA-TSIYE: I have a right to be heard. I have a
point of order and I have a right to be heard. I will not be intimidated.
The Standing Rules are very clear that a point of order needs to be
entertained and then you will respond after the point of order. On a point
of order Madam Speaker.
THE HON. DEPUTY SPEAKER: I have ruled you out of order.
HON. MOLOKELA-TSIYE: You do not make rules and you do
not have the authority to make rules. The rules of this Parliament are
very clear. Any Member of Parliament has the right to request for a
point of order. I have the right as a parliamentarian to make a point of
order, read the rules. I need to be entertained first - the Speaker has to
acknowledge my point of order first. Read the Standing Rules. I am
waiting to be acknowledged by the Hon. Speaker, musadaro ndini
ndadaro.
THE HON. DEPUTY SPEAKER: Hon. Molokela-Tsiye, I have
already ruled you out of order.
HON. MOLOKELA-TSIYE: You cannot rule me out. You have
not entertained my point of order. You cannot rule me out. You have to
allow me to say my point of order first, then you make a judgement. The
Standing Rules are clear. You allow the Standing Order…

that party, there is no party. You are the one who is running that party

THE HON. DEPUTY SPEAKER: May you leave the House

HON. MOLOKELA-TSIYE: I am allowed to give my point of
order. I have to be given my rights. I am protected by the Standing
Rules. Hon. Member, I request you to move out of this House. ZANU
PF must remain alone, Parliament ndeyenyu mega. This is nonsense.

HON. MOLOKELA-TSIYE: I am not leaving the House. What
Standing Rule are you using to chase me out of this House because you
never acknowledged my point of order? You are supposed to listen and
then rule, that is how Parliament works.
