The WARC bands—specifically 30 meters (10.1–10.15 MHz), 17 meters (18.068–18.168 MHz), and 12 meters (24.89–24.99 MHz)—are unique segments of the amateur radio spectrum set aside by the 1979 World Administrative Radio Conference (WARC). Unlike the traditional HF bands, these bands have a special status in the amateur radio community, especially regarding contesting activities.
The Gentlemen's Agreement
One of the primary reasons contests are not allowed on the WARC bands is due to a longstanding "gentlemen's agreement" among amateur radio operators and contest organizers. This informal agreement ensures that these bands remain free of contest traffic, allowing operators who prefer casual, non-competitive communication—often called ragchewing—to enjoy uninterrupted QSOs during major contest weekends. Since contests can generate very high activity and congestion, the WARC bands are a peaceful refuge for those seeking a more relaxed operating environment.
Bandwidth Limitations and Contesting
The WARC bands have relatively narrow bandwidths compared to traditional contest bands. This limited bandwidth makes them less suitable for contests' high-volume, fast-paced nature, which often requires broad frequency segments to accommodate multiple simultaneous contacts. The narrow slices of spectrum on the WARC bands would quickly become overcrowded, reducing the quality of the contest experience and potentially causing interference.
Official Guidelines and Community Enforcement
The ARRL Contesting Guidelines explicitly state that contests should not occur on the WARC bands. This rule is widely respected within the ham radio community, which is largely self-regulating. Operators tend to honour these guidelines to maintain harmony and ensure that the WARC bands remain a contest-free zone. This respect for the guidelines helps preserve the unique character of these bands and supports a diverse range of operating styles.
Changing Perspectives?
There have been discussions within the amateur radio community about possibly lifting the "gentlemen's agreement" to allow contesting on the WARC bands, especially with the growth of digital modes and evolving contest formats. However, as of now, the tradition and official guidelines keep these bands free from contest activity, balancing the needs of contesters and casual operators.
