In this CSIS conversation, Dr. Philip Luck, Director of the Economics Program and Scholl Chair in International Business, is joined by Thibault Denamiel, Fellow on the Economics Program, to discuss the need for an enhanced U.S. high-skill immigration system given demographic pressures, workforce needs, and strategic priorities. Taking the H-1B visa program as a case study, they unpack how the current U.S. approach --including the Trump administration's recent policies -- are not sufficient to serve U.S. economic interests. The United States high-skilled immigration system should aim to expand program capacity, prioritize strategic sectors, and remove punitive barriers such as the $100,000 fee.
