Introduction, Partner Engagement, and Theory of Change
Developing a Data and Evaluation Framework for Urban Promise Zones is a 4-part training course designed to support the 14 urban Promise Zones (PZs) in developing data and evaluation frameworks that track and evaluate their progress toward achieving their goals.
Session 1—Introduction, Partner Engagement, and Theory of Change—provides an overview of the 4-part course and its objectives. It discusses the role of the TA providers, presents data and evaluation terminology, explores roles and responsibilities for partner organizations and Data Vista Volunteers, and walks through development of a Theory of Change (TOC)/logic model to help PZs ground their evaluation strategies in their programmatic goals and objectives, activities, outputs, and outcomes. The session includes a polling activity, peer-to-peer engagement activities, a question and answer session, and a homework assignment.
Training Objectives
This 4-part course helps urban PZs:
• Understand the importance of collecting data and identify common measures for place-based initiatives
• Define the elements of an evaluation framework for place-based initiatives and apply their knowledge
• Strategize how to leverage partners and other resources to gather both qualitative and quantitative data to measure progress in achievement the PZ’s goals
• Effectively analyze data and create effective data visualization to support data-driven policy
