Law enforcement leaders across Arizona are voicing support for SB 1111, the state’s proposed law governing automated license plate reader technology, saying the tools are already critical to modern policing — but acknowledging the need for safeguards.
Chief Michael Pooley of the Apache Junction Police Department, who serves as President of the Arizona Chiefs of Police Association representing 60 law enforcement agencies, spoke in favor of the bill during a February 10, 2026 Senate hearing.
“Which is why it’s so important we have technology like this that we can use with one another here in the state of Arizona to make this one of the safest places that somebody can come to live and to visit.”
Pooley emphasized that criminal activity does not stop at jurisdictional boundaries, and that shared technology allows departments to coordinate across city lines.
At the same time, he acknowledged the rapid pace of technological change.
“We understand technology is ever changing. It’s something that 25 years ago when I started my career, this never would have been though of.”
He also expressed appreciation for SB 1111 sponsor Senator Kevin Payne, saying the legislation begins to address concerns surrounding the technology’s use.
“We understand the fear and the potential of misuse which is why we do support guardrails that are coming in place. We know that as technology continues to evolve, we’re gonna need more guardrails. Our jobs as police chiefs, and as Command, is to show that we’re using this legitimately - that we are using this technology appropriately - and that we are doing everything we can to make our communities safe.”
Chief Pooley said the bill represents a step toward establishing standards, while recognizing that oversight will need to continue evolving alongside the technology itself.
SB 1111 would formally authorize the use of automated license plate readers statewide and set baseline rules for their operation, an effort supporters say brings structure to tools already widely deployed.
