A shocking incident in Busia County has sparked a major constitutional case after allegations that Governor Paul Otuoma physically assaulted a boda boda rider, Yusuf Hamisi, during a public seed distribution event. According to the petition, the victim was allegedly attacked, beaten by security personnel, denied medical treatment in both Busia and neighboring Siaya County, and later abducted before escaping and seeking treatment in Nairobi. The matter has now been escalated to the Constitutional and Human Rights Division of the High Court, where concerns over safety forced the case to be filed outside Busia.
