Feather Plucking is not very uncommon in Budgie parenting. Some Parents do this as a habit, which is not desirable. Sometimes blood ooze out of the feather base and leaves a permanent damage.
What to do ?
1) Don't allow them to breed in future unless it's necessary.
2) Give them a balance diet.
3) Separate the chicks out of Nest, and take them to their parents for assisted feeding at regular intervals, this obviously is a tedious job.
4) It is observed the female chicks who grew up with this experience have chances they will follow the same procedure of rearing their chicks.
