Описание: KSEB അനുവദിച്ച “Voluntary Connected Load Declaration” വഴി
ഉപഭോക്താക്കൾക്ക് അവരുടെ അധിക connected load
സ്വയം ബോധ്യപ്പെടുത്താനുള്ള അവസരമാണ് 31/3/26 വരെ നൽകുന്നത്.

ഈ ഉത്തരവിൽ ACD (Additional Cash Deposit)
ഇപ്പോൾ ഈ ഘട്ടത്തിൽ വാങ്ങില്ല എന്ന് KSEB പ്രഖ്യാപിച്ചിട്ടുണ്ട്.
എന്നാൽ ACD ഒരു Security Deposit വിഷയമാണ് —
അത് അധിക ലോഡിന് അനുസരിച്ച് ഇപ്പോൾ അല്ലെങ്കിൽ പിന്നീട് അവർ വാങ്ങുക തന്നെ ചെയ്യും.

Kerala Electricity Supply Code 2014 Clause 81(1) പ്രകാരം connected load update ചെയ്യുന്നതിനായി service wire, cable, meter, post മുതലായ മാറ്റുന്ന പ്രവൃത്തികൾ ആവശ്യമായാൽ മാത്രം
KSEB-ക്ക് cost data അനുസരിച്ച് തുക പിരിയ്ക്കാം.

എന്നാൽ അതേ Supply Code-ലെ Clause 83(3) പ്രകാരം
പ്രവൃത്തി പൂർത്തിയായ ശേഷം ചിലവാകാത്ത ബാലൻസ് തുക ഉപഭോക്താവിന് refund ചെയ്യണം.

യാഥാർത്ഥ്യത്തിൽ ഇന്ന് സംഭവിക്കുന്നത്:

ഒരു പ്രവൃത്തി പോലും ചെയ്യാതെ cable / meter / service line മാറ്റാതെ ₹10,000-ലധികം തുക “Cost Data” എന്ന പേരിൽ upfront ആയി പിരിക്കുന്നു

പിന്നീട് refund നൽകുന്നുമില്ല.

Electricity Ombudsman refund നൽകാൻ ഉത്തരവിട്ടിട്ടും
ഈ നടപടി തുടരുകയാണ്.

ഇത് Voluntary Declaration അല്ല, നിയമപരമല്ലാത്ത പണപിരിവാണ് — ഒരു വിധത്തിൽ പറഞ്ഞാൽ വൈദ്യുതി മേഖലയിലെ “നോക്കുകൂലി”.

KSEB has introduced a “Voluntary Connected Load Declaration” allowing consumers to voluntarily declare additional connected load.
In this order, KSEB has stated that ACD (Additional Cash Deposit) will not be collected at this stage.
ACD is purely a security deposit matter, which may legally be collected now or later corresponding to additional load.
This video is NOT about ACD.
This video exposes the illegal collection of money under the name of “Cost Data”.
As per Kerala Electricity Supply Code, 2014 – Clause 81(1),
KSEB is permitted to collect amounts based on cost data only if actual works are required, such as:
Service wire or cable replacement, Meter replacement (if required), Additional posts or network augmentation
At the same time, Clause 83(3) of the same Supply Code mandates that
any unutilised balance amount must be refunded to the consumer after completion of work.
What is happening in reality:

No work is carried out. No cable, meter, or service line is changed

Yet ₹10,000s are collected upfront in the name of “Cost Data”

Refunds are not given, even after Ombudsman directions

This practice is nothing but collection of money without work, similar to “nokku kooli”.
