Iran understood it could never compete directly with the United States in traditional air and naval power.
Instead, according to Colonel Douglas Macgregor, Iran spent the past two decades building a very different kind of military strategy — investing heavily in underground facilities and large missile stockpiles designed to survive air strikes.
Iran has developed extensive underground missile bases and “missile cities,” where weapons are stored and launched from deep subterranean tunnels to protect them from attack.
The strategy reflects a long-term approach to warfare:
Rather than matching Western military technology directly, Iran focused on survivability, volume of missiles, and hardened infrastructure.
