Galveston Police chief Vernon Hale stressed at a Tuesday town hall that the two officers seen in the photo with 43-year-old Donald Neely were not acting maliciously. Hale said that both would be returning back to work on Wednesday. Image shows Neely being transported by Officer Patrick Brosch and Officer A. Smith from 306 22nd St to the Mounted Patrol Unit on 21st and Market.
