In this episode, The Lallantop's Upasana Verma explores the liquor ban pressing issues with facts, research, and case studies. From Punjab’s short-lived ban in 1996 to Bihar’s ongoing battle with smuggling, we analyze how prohibition policies have played out across India.
We also examine two major economic theories explaining government bans:
1. Helping Hand Theory – when bans are imposed for public welfare.
2. Grabbing Hand Theory – when bans serve political or economic interests.
Through research from the University of London and studies on Bihar’s prohibition policy, we uncover the impact of alcohol bans on crime, health, and state revenue. While prohibition has reduced alcohol consumption by 26%, it has also fueled black markets and organized crime, causing states to lose massive excise revenue.
Alcohol—derived from the Arabic words shar (evil) and aab (water)—has been both the life of parties and the villain of civilizations. While Mahatma Gandhi vowed to eliminate it, religious leaders condemned it as a sin, and governments imposed bans, the magic of this intoxicating liquid remains unstoppable. Prohibition has failed time and again—whether it was 1920s America or today’s dry states like Gujarat, Bihar, and Nagaland.
Now, as Madhya Pradesh enforces alcohol prohibition in 17 districts, many questions arise:
Why do alcohol bans never seem to work?
How do underground networks defy these restrictions, from the US to India?
What lessons does India’s history of liquor bans offer?
How does prohibition impact state finances?
