Montgomery County’s rent stabilization (often called rent control) became enforceable July 23, 2024 and limits annual increases. It also includes vacancy-related limits for many units that became vacant after the effective date, which can restrict how fast rents can reset for the next tenant.
Here’s why people are talking: by January to August 2025, Montgomery Planning’s pipeline analysis shows 54 multifamily permits in the county, and those permits were all two-over-two structures.
That matters because permitting is the pipeline for future supply. If it stays near zero, the shortage shows up later.
