About 30 people from Elaleni village in Qumbu in the Eastern Cape have locked out IEC officials at their voter registration station. The people are aggrieved by an unfulfilled promise of a multi-billion rand dam project. They claim they were told the project is at an advanced stage after an Environmental Impact Assessment was done. They allege the Minister of Water and Sanitation told them the dam project will be transferred to the Lusiki-siki area.
