*UPDATE: So it turns out Frank Woods is alive and will return in Black Ops 2 as a narrator and possibly a playable character in some missions.

Also if you don't believe it go to the computer screen in black ops and type "cat notex2.txt" (without the quotes) and you'll get the same result.
