Harford County Executive Bob Cassilly emphasized responsible spending in his State of the County address Tuesday night. Cassilly told residents that the county spent around half of its budget on education and a quarter of it on law enforcement, calling the areas priorities. Still, he emphasized the county has to live within its means.
