OASIS+ Phase II Management & Advisory (M&A) Services Domain (SB & Unrestricted): a practical walkthrough of the 50-point scorecard, how to maximize points with your 5 Qualifying Projects (QPs), how Federal Experience Projects (FEPs) are scored, what “substantiation” evidence is needed, and how to reduce compliance risk—plus pricing and partnering strategy.
What Is Covered
• OASIS+ 101 + program snapshot: Phase II rolling admissions (started Jan 12, 2026), tracks, awards overview, and prior OASIS context
• M&A domain scope (examples): acquisition & grants support, business consulting, business intelligence, process improvement/reengineering, change management, requirements/decision analysis, governance, knowledge management, policy analysis, program/project management, risk assessment/mitigation, regulatory compliance support, vulnerability assessment, and related advisory support

• FEP scoring: competitive task orders under MA-IDIQ/BPA + 3+ distinct federal agencies (funded work)
• Systems/Clearances/Certs: government-approved systems (UNR can claim multiple systems), active facility clearance (Secret/Top Secret), and certs (CMMI L2+, ISO 27001/9001/22301, CMMC L2+)
• Mentor-Protégé JV special rules: “threshold halving” for protégé-sourced contracts (QPs and FEP thresholds)
• Substantiation + compliance: checklist discipline, multiple compliance passes, and why to target 3–5 cushion points
• Pricing (JP-9): required (acceptable/non-acceptable), no points, ceiling-rate context and where it applies
• Partnering: JV/MPJV/prime-sub options; using partner contracts for QPs/FEPs; SB subcontractors must be small under the domain
