There is no silver bullet to improve financial management and water safety management in rural water systems. Limited technical capacity of community-based water system managers, low socio-economic status of consumers, absence of regulatory enforcement, and poor road accessibility all make it tremendously difficult for rural water systems in sub-Saharan Africa to deliver reliable and safe water services. Identifying viable solutions requires trial and error as well as a willingness to critically evaluate what works and what doesn’t.
With respect to financial management, Aquaya will examine two approaches to improve revenue collection: one consisting of government-branded kiosks to improve the “pay-as-you-fetch” model, and one relying on Village Savings and Loans Associations (VSLAs) as an alternative to the “pay-as-you-fetch” model. Lifeline will reflect on its efforts to fund and cross-subsidize O&M through innovative initiatives. IRC will show how life-cycle costing can guide the development of financial models.
With respect to water safety management, Aquaya will present how an Assurance Fund allows centralizing and professionalizing water quality testing. Lifeline, Water4, and Aquaya will describe the difficulties of bundling a handpump maintenance service with chlorination. IRC will reflect on the implementation of water safety plans.
