During the French Revolution, in 1793, the French government came up with a plan to make "terror the order of the day" (known as the September 5th Decree) to squash civil unrest spreading through the country.
This idea—spearheaded by Bertrand Barère and Maximilien Robespierre, both of the Committee of Public Safety— was soon put into action. Thus the "Reign of Terror" began, marking the bloody period in which waves of mass executions of those considered enemies of the state ensued.
During this time, over 300,000 people are arrested and 17,000 are executed by guillotine. After almost a year with much bloodshed and little ground gained, the government decided to turn on Robespierre himself, putting him to death by guillotine.
