Yes, completely free! In some Khrushchyovka, Brezhnevka, or even Stalinka if you are lucky enough. For example, you could just start working at some factory and in two years - bam! You now have a full-fledged apartment for yourself. So...where's the catch? The catch is that there was no private property in the USSR. So your apartment was not really yours.

We'll explore the ideological underpinnings of this policy, which aimed to create a more equitable society and eliminate housing shortages.
