Flood them with cats.
So I decided to finally push to getting my settlements to 100 happiness and thanks to the DLC it's a lot easier than I expected. just make sure they have enough food, water, power and defence and then flood them with cats. 29 cats is a bit excessive but "If it's worth doing...."
Apparently MacCready wasn't impressed. I guess they didn't have cats in Little Lamplight.
