i do not need a waste carriers licence only a business who buys sells or disposes of waste needs to have a waste carrier licence i am not a business and i do not buy sell or dispose of waste i remove illegally thrown away items from general waste and recycle them.

You must register if your business does any of the following: transports waste (a carrier) buys, sells or disposes of waste (a dealer) arranges for someone else to buy, sell or dispose of waste (a broker)

i also do not need a scrap metal licence as it is not a business it is for environmental reasons
and it is illegally dumped in the general waste and if there is any financial gain it is donated to charity.

Requirement for licence to carry on business as scrap metal dealer
(1)No person may carry on business as a scrap metal dealer unless authorised by a licence under this Act (a “scrap metal licence”).
(2)See section 21 for the meaning of “carry on business as a scrap metal dealer”.
(3)A person who carries on business as a scrap metal dealer in breach of subsection (1) is guilty of an offence and is liable on summary conviction to a fine not exceeding level 5 on the standard scale.
