The Moser Framework is a tool used in gender analysis to help development planners incorporate gender considerations into their work. It was developed by Caroline Moser, a sociologist who specialized in gender and development. The framework is particularly useful in identifying gender roles, needs, and power dynamics within a specific community or context, and it helps ensure that both women’s and men’s perspectives are considered in development programs.
Key Elements of the Moser Framework:
Gender Roles: The framework categorizes activities into three types:
Reproductive roles: Tasks related to childbearing and caregiving, usually unpaid work done by women.
Productive roles: Activities related to income generation or economic contributions, done by both men and women.
Community roles: Participation in community activities, which may include unpaid work like organizing local events.
Practical and Strategic Gender Needs:
Practical needs: These are the immediate necessities, like water, food, or healthcare, that help improve daily life.
Strategic needs: These focus on long-term changes, such as addressing inequality, access to education, or legal rights.
Control over Resources and Decision-Making: It examines who controls resources like land, income, or education and who makes important decisions within the household and community.
The Triple Role: Moser introduced the concept of women’s triple role in society, referring to their reproductive, productive, and community management roles.
The Moser Framework helps policymakers and development professionals design programs that address both the practical and strategic needs of women and men, contributing to greater gender equity.
