A sub 250g drone (eg a DJI 4K Mini) can be flown in Spain, but requires certain paperwork, authorisations, and rules to follow:

A drone with a camera needs to be registered and have an Operator ID via Spanish Aviation Safety and Security Agency (Agencia Estatal de Seguridad Aérea). This Operator ID must be shown on the drone and controller.
A A1/A3 test for advanced flying is not needed for sub 250g drones, but nice to have as it shows more flight awareness.
I have public liability insurance, although not needed for sub 250g drones.
This flight was over public land / plaza / beach, so no "landowner" permission required. There was no flight over ANY property, for which you must get the permission from the property / landowners.
A sub 250g drone has no limits on building closeness, but we used common sense and did not fly too close to buildings.
Visual line of sight is needed at all times.
As this drone flight was in an "urban" area, as per ENAIRE Drones app, five days notice prior to the flight was given to the Ministry of the Interior. (This five days notice is even needed if flying outside on your own property!)
the ENAIRE Drones app was checked to ensure no other restrictions (eg special nature zones, airports, infrastructure etc) were in the area of flight. We did not fly into the port area, which is restricted for flights under 95m without permissions.
Captured images can be taken and posted online, as long as individuals and residential property privacy is respected (ie persons are not identifiable, people not involved are not the focus on the video etc)
