রাজ্যে মোট পাঁচটি নতুন জেলা গঠনের প্রস্তাব দেওয়া হয়েছে বাজেটে। এই পাঁচটি প্রস্তাবিত জেলা হলো— কলকাতা, বসিরহাট, সুন্দরবন, জঙ্গিপুর এবং আরামবাগ। পাশাপাশি কাঁথিতে একটি নতুন পুলিশ জেলা গঠনের প্রস্তাব দেওয়া হয়েছে। গোপীবল্লভপুরে তৈরি হবে নতুন মহকুমা। পাশাপাশি শিবমন্দির, গাজোল, চাঁচল, বেলদা, বাগনান, জয়গাঁ, কোলাঘাট, কামারপুকুর এবং টুঙ্গিদিঘিতে নতুন পুরসভা গঠনের প্রস্তাব দেওয়া হয়েছে।
