According to the Editor, Chakra News, Sandeep Unnithan, Vice Admiral M K Roy saw the answer decades ago.
In his writings, Roy argued that India could not become a major maritime power without a nuclear fleet. He envisioned a balanced blue-water navy built around aircraft carriers, nuclear-powered submarines, ballistic missile submarines and surface combatants capable of projecting power far beyond India's shores.
"He was one of the earliest proponents of a nuclear navy," notes Unnithan.
But Roy's legacy goes beyond vision. Working alongside Raja Ramanna, he became the first Director General of the ATV programme, helping lay the foundations of India's nuclear submarine project and creating the unique partnership between the Navy, DRDO and Atomic Energy establishment that continues to this day.
"Right man, right place, right time," he says.
