No, ofcourse this is a shunting move, actually being the first set of Baureihe 218s I came by while visiting Sylt and the Marschbahn last April!
That being said, it's quite the peculiar sight seeing dual 218s push an intercity as they regularly do not operate with the DVT on intercities! Even more peculiar is the German custom of operating with full frontal lighting on both ends during shunting. Pretty cool!
