A look at an interesting grow light with a mixture of cold white, warm white, red, violet and infrared LEDs to ensure that when you put it above your herb garden, the plants grow slowly with the complete lack of actual sunlight.
The main reason I got this is to see how they had distributed the LEDs to ensure even(ish) current.
I'm guessing they designed the panel for use with a wide range of supply voltages by using 60V for the LEDs If they had wired them all in series the current would have been identical through all the LEDs regardless of voltage.
Another advantage of running four strings of LEDs in parallel is that if an LED fails it won't take down the whole light, but will just grill the LEDs a bit harder.
The bypassing of the overvoltage protection in the driver is odd, but does make it fairly universal output over a wide range of LED panel sizes/voltages. It does mean that when the last section of LEDs finally gets fried the voltage will shoot up, giving the output capacitor a rough ride, and potentially resulting in the failed LEDs tracking internally, and burning through the thin fibreglass insulating layer to ensure the aluminium reflector has more opportunity to become live.

Always keep in mind that these are not made in compliance with the electrical standards of most countries, and should not be handled while powered, as a precaution. There's also no guarantee of lifespan, especially with the mismatched parallel sections.
